Affiliation

The affiliation of Adult/Open-Age Clubs and Youth Clubs to the Gloucestershire FA is renewed ahead of each season. Affiliation packs are mailed directly to the club secretaries in April and May each year. To minimise the time and effort taken prior to return, these packs include a pre-populated form listing the affiliation information we currently have on file. Any changes or errors can be amended with the correct details prior to return by 31 May each year.

Youth Clubs

Youth clubs are reminded to complete the Teams List fully so that every team operating within the club is recorded. e.g. U10 blues, reds, yellows etc.  The FA requires every Youth League and Club to appoint a qualified Welfare Officer.  Each Welfare Officer is required to have completed an FA Criminal Record Check through the Disclosure & Barring Service (DBS) and have attended The FA's Safeguarding Children Course and Welfare Officer Workshop.  These requirements are now mandatory and failure to meet these will result in affiliation not being accepted.  Further details can be found here.

New Clubs

New Clubs should download the appropriate blank affiliation form from "Documents" and once complete return it to the GFA Office.  Please note that new clubs will need to contact adult and youth leagues in the county directly for respective membership and affiliation.  

All Clubs

Completed copies of the relevant Blank Affiliation form and Form 'A' are required.  There is no need to send payment with completed forms.  Gloucestershire FA will process your affiliation forms and issue an invoice to your club, seeking payment by 31 July.

Benevolent Fund 

The objective of the Benevolent Fund is to assist players of Clubs affiliated to the Gloucestershire Football Association and in membership of the Fund, and players of Representative League and County Teams, who may be injured whilst playing football in a recognised match.  It also assists affiliated Referees who sustain injuries whilst officiating at sanctioned football matches.

County Cup Entry

In order to avoid disappointment, it is recommended that club secretaries, particularly those responsible for youth clubs, check with the club’s coaches and managers to ensure that your teams are entered into the county cups correctly.  We cannot accept any late entries after the draws for the 1st Round of the different competitions have been made.

Public Liability Insurance and Group Personal Accident Insurance

For Season 2013/14, The Football Association has introduced a rule making it mandatory for all clubs to have Personal Accident insurance in place.  To comply with this rule, Gloucestershire Football Association requires all teams to purchase “Basic Cover” but recommends that clubs consider upgrading cover to include a weekly benefit payment.

Clubs will need to put in place both Personal Accident and Legal Liability (including Public Liability) Insurance cover before they can affiliate.

Bluefin Sport is The FA’s appointed broker to deliver the National Game Insurance Scheme (NGIS) and also the Gloucestershire Football Association’s approved broker.  We urge you to consider your purchase of insurance cover through the NGIS.

Personal Accident Insurance

Bluefin Sport can provide instant quotations and cover and their National Game Insurance Scheme website can be access here.  If your club already has cover with Bluefin Sport for the 2012/13 season, this will expire on 30 June 2013.  You can renew your cover with Bluefin Sport on-line any time to purchase cover starting 1 July 2013 for the 2013/14 season.  Clubs that have previously purchases Personal Accident Insurance have been written to directly by Bluefin Sport explaining the renewal procedure.  

You can pay your premium on-line by debit or credit card. Alternatively, if the premium for your teams is £80 or more, you can spread the cost of your insurance over 5 monthly payments (Interest rate 6%, Typical APR 21.7%) - no deposit required.

Once you have purchased cover, you will be able to download your policy documents. You should save the pdf attachment to your computer - you will also receive an email attaching your policy documents. Included within the policy documents pack is a poster which can be displayed at your club’s premises and issued to your players and officials.

If you decide to pay by instalments, your credit agreement will be emailed to you at the same time as your policy documents.  You will need to print the credit agreement off, sign and date it and return it to Close Premium Finance within 7 days of receiving the email from Bluefin Sport.

Alternatively, cover can be purchased by completing an application form which you will find at the back of the Group Personal Accident Brochure (available to download below). The application form should be completed and returned to Bluefin Sport together with a cheque made payable to ‘Bluefin Insurance Services.’ Please note that a £5.00 administration fee is payable on top of the premium for postal applications. 

Legal Liabilities

You should read Bluefin Sport’s Countycover scheme brochure (available to download below) to familiarise yourself with the cover provided, decide which cover option you require and check if the cover meets the demands and needs of your club.

For clubs operating at Step 5 and below, cover is purchased through affiliation to Gloucestershire FA.  The premium is £18 per club for Countycover or £39 per club for Countycover Plus.  Your club will be invoiced for the respective cost of cover and Gloucestershire FA will send your Evidence of Cover to your club once payment has been received.      

Clubs arranging their own insurance must submit evidence to Gloucestershire FA that cover is in place for 2013/14. 

A minimum £10Million Public Liability Insurance cover is required.  Employers Liability Insurance cover cannot be accepted. 

Group Personal Accident Insurance must meet the minimum requirements as follows:-

Adult teams - minimum requirments of £30K Accidental Death, £7K Life Cover, up to £50K Permanent total disablement, £30K for the loss of sight in one or both eyes and £30K for the loss of one or more limbs.

Youth teams -  minimum requirements of £10K Accidental Death, £7K Life Cover, up to £25K Permanent total disablement, £25K for the loss of sight in one or both eyes, £25K for the loss of one or more limbs and £25K for loss of speech.

Don’t forget - Your club’s affiliation cannot be completed until Gloucestershire Football Association has evidence that Personal Accident and Legal Liability insurance is in force for the whole of Season 2013/14.
