At the end of last season, there was a change to Whole Game Player Registration processes which means the transfer of a player between teams requires an increased involvement of Clubs and Leagues.
Where a Player is moving between Clubs in the same League the process is managed externally from Whole Game and requires both Clubs to complete a transfer form (reverting to a pre-Whole Game process) demonstrating to the League that the Clubs agree to the transfer.  

The approaching Club is no longer able to just use the option to waive an on-line notice of approach to speed up the transfer (in effect poach the player from the other club without the other club's knowledge).
